The Indonesia Higher Education Network (INHERENT) was established in 2006 and improves quality and access to higher education via the use of ICT across 234 sites in Indonesia (32 main nodes and sub nodes).  The network is still growing. Many programs have been developed and shared within the network by the support from the Directorate General of Higher Education, Ministry of National Education, Indonesia.

China Development Bank (CDB) is the largest policy bank in China. It was established in 1994 under a Special Decree of the State Council and now is in the process of commercialization. CDB’s objectives are to achieve government policy objectives with sound operating performance and continuously enhance China’s ability to support economic and social development. Modern technologies of distance learning techniques have been adopted by CDB to ensure the realization of its economic and social development objectives. In the summer of 2007, CDB completed the establishment of the distance learning Network with 35 DL centers located at most provincial capital cities all over China. 

With support of the World Bank and DFID, China Western Development Distance Learning Network (CDDLN) was established in 2005 under the leadership of the Western Region Development Office of the State Council in China (WRDO).  The network’s management hub is based at the China Economic Information Center (CEI) in Beijing, and has 11network nodes. Most of the DL Centers are located in the poorer western provinces and aim to help development and poverty reduction in those areas using the information technology to promote distance education and training as well as information and knowledge dissemination. Such an initiative is particularly important as China is rapidly evolving to a position of leadership and influence as a knowledge partner.

The Ho Chi Minh City Development Learning Center was launched on June 26, 2007. The second center to open in Vietnam after Hanoi, the new center will deliver knowledge initiatives connecting the world with Ho Chi Minh, a city known for its vibrant private sector and trade environment which plays a pivotal role in the nation’s economy. In a digital-age “ribbon cutting” ceremony, the new center’s logo flashed on screen at the count of three. Center Manager Vo Cong Anh explained the Center’s mission: “This center will coordinate closely with the VDIC to organize international conferences, help investors reduce cost, and assist government officials arrange meetings”. The Center brings an opportunity for the nearly 8 million people of Ho Chi Minh City to interact with the world through the GDLN. With 9 sites connected, the ceremony opened with an address by Vietnam’s Minister of Education and Training Nguyen Thien Nhan. Ho Chi Minh City People’s Committee Vice Chairperson Nguyen Thi Thu Ha emphasized the growing importance of hi-tech in the Vietnamese economy, and expressed appreciation to the governments of Australia, Canada, Denmark and the World Bank for their assistance in making the Center a reality.

Established in the year 2000, CU-GDLN is one of the first 15 Distance Learning Centers (DLCs) of the World Bank’s Global Development Learning Network (GDLN) and the first DLC of the Asia Pacific region. Under the supervision of the Center of Academic Resources, Chulalongkorn University, CU-GDLN pursues its vision and strategies on promoting international knowledge dissemination and sharing for the sustainable development of both local and global communities.

Based at the Korea Development Institute, School of Public Policy and Management, Seoul, South Korea.  On January 2001 the Korea Development Institute School of Public Policy and Management was designated as the GDLN Korean Center and was established as a GDLN center in September 2002.  The mission of the center is to offer outstanding education facilities and to bring people to the world via a leader of distance learning.

The Asian Institute of Management (AIM) Development Resource Center brings together the World Bank’s extensive information and technology network and the AIM’s distinct capability in designing training programs and courses on business, development, entrepreneurship, and executive education.  Vision: Asia’s leading multi-media resource center for the latest development knowledge and information and the partner of choice for developing managers.                 

Mission: To provide societal transformation by influencing the policy makers and an informed general public by making available state-of-the-art distance learning facilities and training managers in the use of blended learning technologies specifically providing: a) Training beyond face-to-face programs, utilizing e-enabled methodology and programs; b) Access to a world-wide network of development practitioners and experts; and c) Access to the latest and available worldwide knowledge or information on development.

Located in the World Bank Country Office in Ulaanbaatar, the Mongolia Development Learning Center (MDLC) was officially launched by former World Bank President, Mr. J. D. Wolfensohn, on May 18, 2002 with the Prime Minister N. Enkhbayar in attendance.

The MDLC offers videoconferencing and high-speed internet resources as the core platforms for communication; these are combined with facilitation techniques and learning approaches according to individual needs of users. Through these services, the MDLC enables clients to hold coordination, consultation, and training events in a timely and cost-effective manner.

Clients may be academic institutions offering distance learning courses on development issues; development agencies seeking dialogue with key partners across the globe; government agencies discussing trade issues with peer agencies in other countries; or non-governmental organizations planning major conferences with their partners around the world.

The videoconferencing room at the MDLC can accommodate up to 30 people. Videoconference sessions can connect 10 or more different countries at the same time – an excellent opportunity to interact in real time.

The Tokyo Development Learning Center (TDLC) was launched in June 2004 with the support of the World Bank and the Japanese government. Equipped with the state-of-the-art facilities, TDLC aims at developing and delivering innovative distance learning programs through the establishment of partnerships with public/private organizations in Japan and the region, taking a leadership role in the GDLN Asia Pacific community. Thematic areas are broad covering the development agenda in the region, including priority areas that Japan regards important or where expertise and experiences in Japan contributes to developing countries (such as disaster management, environment, or expertise in the private sector).

Based at the Hasanuddin University since 2005, this Distance Learning Center is committed to be the GDLN backbone in Eastern Indonesia.  The center is located in Makassar, Sulawesi, Indonesia.

The University of Udayana DLC aims to be an academic e-bridge that connects the University to the world by strengthening its global collaboration, and to be the most effective blended learning center in Bali through the use of sophisticated technology.  The center is located in Denpasar, Bali, Indonesia.

The University of Indonesia Distance Learning Center (UI DLC) is located in Jakarta, Indonesia and is the technology gateway of the GDLN network in the country.  UI DLC has access to experts of various disciplines and to many learning resources.  As a unit within Universitas Indonesia, the Center has a vision to be a leading/key resource center in knowledge dissemination through GDLN Indonesia network.

The Asia Pacific Finance and Development Distance Learning Center was established in June 2003 at the Shanghai National Accounting Institute. 

Based at the Australian National University (ANU) in Canberra, the GDLN Australia Distance Learning Center was established in 2002. Housed within the Crawford School of Economics and Government on campus, GDLN Australia has direct access to world renowned economists, political scientists, environmental experts and public policy specialists. This capacity, along with drawing on the full range of expertise offered through the ANU and other organizations allows GDLN Australia to deliver a broad range of programs and events across the globe. 

The Beijing Distance Learning Center is located at the World Bank Office, Beijing.  Since its establishment in June, 2000, the Beijing DLC has supported both internal and external clients in use of distance learning technologies for design and delivery of knowledge and experience sharing activities on a broad range of development topics. In addition, Beijing DLC cooperates closely with other distance learning networks and institutions in China, providing technology and capacity building support. Distance learning activities/events can be linked via the Beijing DLC to DLCs across China.

Combining a public library, bookstore, and distance learning center, the VDIC reaches out to visitors from all walks of life: government officials, students, academics, consultants, development practitioners… everyone is welcome.

Summary of services and facilities:

Library: An open access reference library is stocked with development publications and reports which are relevant to Vietnam. Friendly staff are available to assist you with your research. You can use the photocopier to make copies of some materials.

Bookstore: On-site sales of books and reports on development themes, published by the World Bank and others, often at big discount prices.

In addition, many brochures, reports and publications, donated by development organizations, are available for free as part of a public information service.

Distance learning programs: VDIC hosts a large classroom, which is connected to the Global Development Learning Network (GDLN), and offers targeted training courses, seminars and global dialogues to development practitioners and policy-makers, using videoconference, the Internet, multimedia, facilitated local discussions and work groups.

Video- and face-to-face conference facilities: The state-of-the-art facilities for two-way and multi-point videoconferencing with simultaneous translation booth are available for hire for development -related activities.

The Dili Distance Learning Center (DDLC) has been established to support the development process in Timor-Leste. It is working to help build the capacity of Timorese institutions through providing appropriate training and information. The immediate goal of the DDLC is to enhance the skills of development decision makers in Timor-Leste from all levels. This is achieved through courses, seminars and discussions from a variety of global sources.

Since its establishment in 2002, the DDLC has offered a number of activities including global dialogues on land policy, global seminars on HIV/AIDS and a variety of intensive courses ranging from office techniques to drafting laws. A dynamic and visionary centre, the DDLC actively seeks content from partners worldwide to provide a valuable service to Timor-Leste.

Timor-Leste GDLN was established in 2001 and is located within the office of the World Bank in Dili.
