The Tokyo Development Learning Center (TDLC) program is a partnership of Japan and the Social, Urban, Rural and Resilience Global Practice (SURR)of World Bank based in Tokyo, Japan. TDLC supports and facilitates strategic WBG and client country collaboration with select Japanese cities, agencies and partners for joint research, knowledge exchange, capacity building and other activities that develop opportunities to link Japanese and global expertise with specific project-level engagements in developing countries to maximize development impact. The program is global in reach and thematically focused on urban planning, urban service provision, urban management, social development, disaster risk management, municipal finance. The mainstreaming of Quality Infrastructure Investment (QII) is an emergent area of focus for TDLC.

TDLC is seeking an experienced researcher for the production of a number of thematic knowledge products with particular emphasis on knowledge from Japan.

Duties and Responsibilities

Under the guidance of the TDLC Senior Officer, conduct research on thematic topics of TDLC with detailed steps being the following:
(1) Carry out policy and stakeholder mapping
(2) Assist with preparation of presentation for workshops & conferences
(3) Development of content for eLearning modules and other structured learning outputs
(4) Produce knowledge notes, summations, briefs, and policy papers
(5) Support and conduct research under the guidance of technical leads
(6) Contribute to and write publications under guidance
(7) Collect data and conduct preliminary research on thematically important analytical tools and benchmarking methodologies
(8) Support for the implementation of the City Partnership Program under TDLC

Selection Criteria

Masters degree in urban development or related fields and minimum of 3 years relevant experience
Demonstrable expertise in one or more of TDLCs thematic areas
Proven ability to deliver projects and activities on time
Ability to gather and organize information and to synthesize knowledge from diverse sources of information
Excellent oral and written communication skills, and ability to produce quality work under tight deadlines; ability to organize, edit and draft a variety of documents
Ability to work simultaneously on a variety of issues and activities, independently, adjusting to priorities and achieving results within deadlines
Ability to write concise summaries
Strong client service and program delivery orientation
Strong English and Japanese language skills
Ability to deal sensitively in multi-cultural environmental and build effective working relationships with operational staff
Strong team player

Working arrangements and reporting

The consultant will be paid based on the World Bank standard. The Research Associate will initially be hired for 60 days, with the option of mutually agreed extension. The assignment will be undertaken from the beginning of October to the end of December in 2016 (dates to be confirmed upon contract). The Research Associate may work remotely but must report to TDLC offices as requested. The Supervisor for this position will be Daniel Levine.


The consultant should be an individual.
